I noticed there are two spots where thieves are hiding out. Are either of these spots possible quests? If so, how do I initiate them? They attack me whenever I approach (I am already a member of the Thieves Underground, but have not stolen the idol of Kree yet).
sewers the thiefs in the underground sewers in tarant both the regular sewers and the closed sewers are not quest related at all. All you really need to do is kill them and loot everything. when in the closed sewers, make sure you have plenty of space for items though, you may find a lot.
