Firearms mastery

How can I get firearms mastery?
I've found that master(what was his name?), but he doesn't want to train me.

 

talk to him again, and he will refuse once again. after the conversation something is gonna happen.

Nothing will happen however unless you meet the requirements ie. 18PE and maxed Firearms. If you anywhere below these you can talk to Willy for hours to no avail.

My PE is 18, but my firearms isn't maxed, so that was the problem then.
