Thieves won't talk to me

I'm trying to be an evil aligned thief in my new game. Now at level 10. Haven't tried this before. In Shrouded Hills I think I killed the thieves at the gate. Now I'm in Tarant and the theives there won't speak to me at all and I know I need someone to refer me to the thieves leader. How can I get them to talk to me?

1) Complete the Elven burial stone quest and talk to the man in Madam Lil's
Or:
2)Have at least 2 points of persuasion

 

I have expert persuasion but they still won't talk to me. They just say "Eh wot" and I have to say "I will go now".

Will do the burial stone quest and see how I go. Thanks
