If you are a woman character, can you still get the quests at Madam Lil's? Better yet, can you still get the prize?

You still can. Actually, the first time I get Madam Lil's quests is when I retry it the second time as a female human. I did get to deliver the gift.

are you sure it was +40 to magic that's a dorian amulet and the only amulet i've gotten from lil's is the madalion of beauty which +2 to beauty and even that was from somewhere else
the first quest is to retireve an amulet a girl left behind and the guys house, and you need to talk the maid out of it. Well noone is chasing you if you don't return it.
