Kai'Tan refused my offer

I tried offering the required item to Kai'Tan to complete the third circle of the alter 'quest' and was told my offering had been refused. I'm assuming that it's because my character has a fairly high positive alignment, but I'd appreciate any definate answers about the reasons why I'm not being accepted. If you have to be evil to pledge, does that mean that the only characters who can complete that circle of the quest are evil? Or do I have to complete the first two circles before I start on the third?

1st circle is the god of good
2nd is the god of evil
3rd is the god of neutrality.
I was 100 good and I got it why? I had all of the circles completed. since the 3rd cicrle is completed in gorgoth pass? It's the last before the mega bless. So you need the other circles first starting from 1st
