Monaco not appearing?

ok so i have a character who is lvl 15 and of course i have the official arcanum 1074 and awip 6.0 installed and i used the tempter of fate to buy enough skill points to get teleportation. i also used virgil's marking of locations and i ended up teleporting to monaco keep in mind i havent progressed far enough into the story line to get to that island yet. anyways i telelport there and there is nothing? is the reason nothing is showing up because i havent progressed that far in the story line or is because of something else not working properly?

Neither. Cattan in rroyo's mod is half-finished. Monaco is empty because he didn't create anything there as of 6.0.

 

Alright thanks muro, also one more thing u know bedokan village? when i ported there as well it was empty? any idea why?

 

The NPCs at the village do not appear until you accept the quest to investigate it from Winde in Qintarra.
