Find somewhere where it IS available. Some areas restrict your access to the world map - inside buildings/dungeons and some towns for example. Usually there is somewhere around the outskirts that allows access.
There are aeras in Shrouded Hills where you get the blue world map icon, but you must cross the bridge in order to use the world map. At other places in that town, you can access the world map, but only the triangle you had available from the Crash Site.
I also noticed that if you used a mod with no world map and later tried to play Arcanum the world map will not load. You only need to quit and restart the game to solve this.
Thanks,but I don't think the location was the problem-I restared it, and it worked fine. trust me, I'm no newbie to Arcanum.
Perhaps the next time you use this forum you should elaborate on your question. From that alone -- and I think everyone else who has replied would agree -- it seemed like you were a first-time player.
