    Yes and Yes. You can even get them to wait, but not by clicking the portrat, by direct conservation. This trick wipes out all personality & interaction between the NPC & the plotline. The techies can no longer build anything. Most get to like you & cooperate with you, but at least one never would heal anyone but himself for my PC.
